What to do first

A climate-resilient lake program begins with a governance charter, valued lake services, dependencies, locally controlled objectives, acceptable disruption, recovery priorities, and multiple planning horizons. Stress-test natural, built, operational, and community systems under plausible single, compound, and cascading futures. Compare avoid, protect, restore, accommodate, add redundancy, relocate, monitor, defer, and no-action alternatives. Seek robust options that perform acceptably across futures, then define adaptive pathways with signposts, lead times, decision points, off-ramps, and revision authority. Test maladaptation and transfer of flooding, heat, erosion, exposure, habitat loss, cost, and maintenance burden. Protect Tribal sovereignty and knowledge, cultural resources, vulnerable infrastructure, and household information; ensure accessible, meaningful participation. Keep climate planning separate from emergency command. A generic plan, risk register, forecast, grant, permit application, or contractor proposal does not authorize action. Eligibility does not guarantee an award; an award does not grant access, permits, design approval, procurement compliance, or construction authority; a planning estimate is not a bid. Compare lifecycle staffing, monitoring, energy, maintenance, repair, replacement, contingency, and decommissioning. Procurement must follow controlling rules and use bounded scopes, qualifications, evidence deliverables, data ownership, acceptance criteria, and change control. Record as-designed, as-bid, as-built, commissioned, operated, maintained, and exercised states separately. Completion or absence of a disaster does not prove resilience. 1. Establish a governance charter and decision rights

Resilience work spans authorities that must remain explicit and separately accountable.

Name governing bodies, jurisdictions, Tribal authority, treaty/trust responsibilities, land and water owners, emergency and public-health roles, technical reviewers, funding and procurement owners, record and privacy owners, communication authority, conflict process, amendment authority, and decision cadence. Preserve screening, recommendation, eligibility, award, design, permit, authorization, implementation, acceptance, operation, and effectiveness as separate states.

2. Inventory assets, services, and dependencies

The program protects functions and people, not only physical assets.

  • Water quality, habitat, fisheries, cultural and subsistence resources, recreation, and access
  • Lake, watershed, groundwater, wetland, shoreline, floodplain, outlet, and downstream processes
  • Dams, culverts, roads, power, pumps, communications, telemetry, laboratories, and facilities
  • Staff, vendors, mutual aid, supply chains, funding, maintenance, emergency response, and public information

3. Define objectives, service levels, disruption, and recovery

A resilient outcome is local, time-bounded, measurable, and authority-controlled.

For each service, define current condition, users and receptors, required function, tolerable degradation or downtime, target recovery sequence, future horizons, critical dependencies, uncertainty, and decision owner. Separate ecological aspirations, public-health status, regulatory requirements, emergency priorities, infrastructure performance, grant metrics, and community values.

4. Stress-test single, compound, and cascading scenarios

Stress tests ask where a system fails across plausible futures rather than predicting one exact future.

Use the governed risk register and hydroclimate evidence package to define event sequences, time horizons, asset states, operations, dependencies and recovery assumptions. Test heat-drought-oxygen stress; extreme rainfall, flooding and wastewater failure; wildfire followed by storms; power, access and communications loss; repeated events before recovery; and locally relevant cases. Record thresholds as tested assumptions, not universal facts.

5. Connect continuity to emergency procedures without replacing command

Long-term planning supports readiness but does not issue real-time operational authority.

Crosswalk current warning sources, notification owners, incident command, public-health and utility procedures, access and field abort rules, backup communications, mutual aid, data preservation, temporary service priorities, and recovery handoffs. Exercise the crosswalk. A forecast, outlook, planning trigger, tabletop result, or this guide does not authorize evacuation, closure, reopening, treatment, infrastructure operation, or unsafe mobilization.

6. Compare a complete alternatives hierarchy

Begin with functions and failure modes, not a preferred project or product.

Compare no action, monitoring, maintenance, operational change, demand or exposure reduction, protection of intact systems, restoration, nature-based and green infrastructure, redundancy, hardening, accommodation, relocation, acquisition, policy, emergency capability, and phased combinations. Evaluate risk reduction across scenarios, residual risk, co-benefits, adverse effects, lifecycle effort, feasibility, authority, lead time, reversibility, and uncertainty.

7. Choose robustness and stage adaptive pathways

A robust pathway preserves choices as conditions and evidence change.

8. Test maladaptation and transferred risk

An action can reduce one risk while increasing another across place, time, or population.

Test upstream and downstream flooding, erosion, heat, water demand, greenhouse-gas and energy use, habitat fragmentation, invasive species, water-quality shifts, public access, cultural impacts, maintenance failure, cost burden, displacement, and recovery inequity. Evaluate interactions among structural, nature-based, operational, and emergency measures. Green infrastructure can help manage runoff and heat, but it does not guarantee flood control or replace every necessary alternative.

9. Center community equity and Tribal governance

Meaningful participation includes power, accessibility, resources, data control, and response to input.

Identify affected communities early; support accessible meetings, language access, non-digital options, compensation where appropriate, youth and elder participation, and transparent disposition of input. Respect Tribal sovereignty, treaty/trust resources, consultation requirements, Indigenous knowledge governance, cultural protocols, and data restrictions. Knowledge shared for planning does not become public data or transfer ownership.

10. Screen environmental, regulatory, land, and water controls

A conceptual alternative cannot infer the requirements or authorization for a specific site.

Build an authority register for land and water ownership; Tribal and cultural resources; designated uses; water rights; dams, outlets and floodplains; wetlands and waterways; protected species; shoreline, construction, stormwater and discharge controls; utilities, easements, public access and safety. Record controlling source, effective date, responsible authority, applicability status, evidence, consultation, permit, expiration and unresolved questions. Federal guidance is not local law.

11. Use explicit readiness and design gates

Screening, feasibility, design, authorization, construction, and acceptance require different evidence.

  • Risk and problem definition accepted for the stated scope
  • Alternatives and no-action consequences documented
  • Feasibility, survey, investigation, owner and access evidence complete
  • Concept, preliminary and final design responsibilities and independent reviews assigned
  • Environmental, cultural, regulatory, property, funding and procurement gates current
  • Bid documents, notice, change authority, inspections, commissioning and acceptance defined

12. Fund the lifecycle and maintenance capacity

Capital without staff, monitoring, maintenance, repair, replacement, and contingency can create new vulnerability.

Estimate planning, investigation, design, review, permitting, land and easements, procurement, construction, inspection, commissioning, staffing, training, monitoring, energy, communications, routine and event maintenance, repair, replacement, insurance, contingency, decommissioning, and administration. Preserve estimate class, basis date, assumptions, exclusions, escalation, uncertainty, responsible preparer, funding source restrictions and update trigger. A planning estimate is not a bid or appropriation.

13. Keep eligibility, application, award, match, and authorization separate

Funding evidence supports a finance decision; it does not enlarge technical or legal authority.

For each opportunity, record current notice and program, applicant and subapplicant eligibility, eligible activity and cost, planning prerequisite, hazard-plan relationship, benefit-cost or other evaluation method, cost share and match source, environmental and historic review, schedule, procurement and record terms, operation and maintenance commitments, application status, award conditions and responsible official. Eligibility does not guarantee an award; an award does not grant access, permits, design approval or construction authority.

14. Procure bounded capability and auditable evidence

Procurement must follow controlling rules and cannot resolve an unclear scientific or authority scope.

Before solicitation, freeze objectives, scope and exclusions, qualifications, conflicts, source and data requirements, assumptions, climate evidence versions, design criteria owner, deliverables, accessibility, data ownership and security, quality and independent review, schedule, acceptance, pricing basis, change control, records and closeout. Preserve estimate, solicitation, proposal, evaluation, award, contract, notice, submittal, change and acceptance separately. Do not imply lowest price alone is the required selection method or that a contractor may redesign outside approved authority.

15. Verify implementation, commissioning, O&M, and continuity

A funded or installed project is not yet a functioning, maintained resilience capability.

  • Approved design, bid and contract scope, submittals, inspections, tests and as-built record
  • Deviations, affected assumptions, stop-work decisions, approvals and residual risks
  • Commissioning and acceptance by the responsible owner
  • Operation, inspection, maintenance, repair, replacement, training, spares and funding owners
  • Continuity procedures, backup modes, communications, mutual aid, exercises, event logs and corrective actions

16. Pre-register effectiveness, learn, and revise

Construction completion and a quiet hazard period do not prove resilience.

Before outcome data, register implementation fidelity, service continuity, recovery time, ecological and water-quality outcomes, equity and access, adverse effects, maintenance, comparison, event and near-miss evidence, covariates, uncertainty, analysis, decision rules and reporting. Distinguish modeled risk reduction, implemented capacity, exercised capability, event performance, environmental response and causal inference. Review signposts after scheduled intervals, events, near misses, maintenance failures, new projections, changed standards and community input; authorize each pathway change separately.
