1. Name decision users and role boundaries
Volunteers collect; coordinators assure quality; authorities decide.
List who will use the data: association board, recreation manager, consultant, state program, or drinking-water operator. Each user needs a stated decision and acceptable uncertainty.

3. Fix stations and train to observable proficiency
Repeatable location and technique beat enthusiastic variety.
Select pilot stations
Use accessible, safe, representative sites with documented coordinates, depth, and hazards. Archive volunteer manuals can suggest station types but must be checked against current methods.
Train with demonstration and return demonstration
Cover safety, calibration, sampling order, labeling, cooling, and paperwork. Require a project-recognized, reviewer-attested proficiency record before independent sampling.
Run supervised field days
Schedule joint outings for the first season. Compare duplicates and discuss deviations openly.
4. Document QA elements appropriate to the tier
Participatory science still needs a written quality plan.
Adapt participatory science QA toolkit elements: objectives, roles, training, methods, calibration, duplicates, data management, and assessment. Higher tiers add audits, corrective action, and independent review.
Do not upload data to shared systems without metadata, method codes, and reviewer sign-off. EPA WQX and similar pathways have structural requirements that should be planned early.
5. Validate before storytelling
Community trust erodes when graphs outrun QA.

6. Hold an annual review and revise the tier plan
Programs improve when failures are visible.
Review missed visits, equipment loss, training gaps, false conclusions, and useful decisions. Decide whether to add stations, retire noisy sites, upgrade tiers, or partner with a certified laboratory.
