    Map lake zones, light, habitat, and use context

    Connect littoral extent, bathymetry, substrate, light, shoreline exposure, hydrology, access, native habitat, and designated uses to where aquatic vegetation can occur and what it may support or impede.

    Field exercise

    Annotate a current lake map with depth and datum, littoral and shoreline zones, inflows and outlet, access and navigation areas, sensitive habitat, protected or culturally important resources, water-use infrastructure, prior observations, and every unknown that requires verification.

    Does the map distinguish measured basin evidence from inferred plant habitat and avoid treating shallow water, visible cover, or one use conflict as a nuisance or treatment determination?

  2. Decide · 32 minutes

    Design the vegetation evidence and governance plan

    Trace each intended vegetation decision backward through objectives, inference area, survey frame, season, method, taxonomic resolution, quality controls, authority, native and adverse endpoints, data states, and ownership.

    Field exercise

    Create a decision-to-evidence matrix for whole-lake community condition, a bounded target bed, early detection, and post-management verification; name the station or polygon logic, method, timing, comparison, uncertainty, reviewer, and authority transition for each row.

    Could another qualified team reproduce the design and identify what evidence supports observation, identification, status review, nuisance review, permit review, authorization, implementation, and validation without inventing a universal threshold?

  3. Measure · 38 minutes

    Survey, identify, and map with controlled inference

    Apply repeatable point, transect, targeted-search, bed-mapping, specimen, imagery, and taxonomic-confidence controls while preserving the different spatial and identification limits of each evidence type.

    Field exercise

    Build a tabletop survey package with a sampling frame, revisit coordinates and datum, effort and detectability record, raw retrievals including absences and unknowns, georeferenced photographs, one provisional identification, one expert-handoff specimen, and a map whose legend exposes unsurveyed and uncertain areas.

    Checkpoint

    Can every mapped feature be traced to an observation method and confidence state, with non-retrieval separated from lake-wide absence and remote signature separated from species confirmation?

  4. Practice · 34 minutes

    Demonstrate task-specific field proficiency

    Observe crew performance for navigation, station recovery, retrieval consistency, fragment containment, decontamination, photography, provisional naming, specimen routing, stop-work, and record completion without implying certification or treatment authority.

    Field exercise

    Run a return demonstration containing a missed station, an unknown look-alike, a suspected reportable taxon, a fragment-control failure, and a protected-area stop-work condition; record prompts, retraining, scope limits, supervision, and reassessment triggers.

    Checkpoint

    Are observed proficiency, assigned survey scope, permission to enter the field, taxonomic authority, invasive-status determination, and management authorization represented as different decisions?

    Complete the survey and identification record

    Preserve project and event controls, raw observations, effort, station and spatial lineage, taxonomic evidence and revisions, specimen or image custody, invasive-species handoff, quality review, and downstream map status.

    Field exercise

    Complete an anonymized event with one not-observed station, one genus-level field identification, one later expert correction, one unconfirmed suspected invasive report, one access exception, and one superseded map while retaining every original record and affected-product link.

    Checkpoint

    Does the record prevent a field name from becoming confirmed identity, a reported occurrence from becoming invasive status, or a corrected map from silently erasing the original evidence?

  6. Decide · 45 minutes

    Build the governed management program

    Protect native habitat, verify jurisdictional status, hand suspected invasive occurrences to the responsible authority, compare no-action, prevention, physical, mechanical, biological, and chemical categories through site-specific IPM, and control permits, labels, contractors, pilots, and communications.

    Field exercise

    Prepare an alternatives and authority table for one bounded management objective: include mechanism, target and protected receptors, expected and adverse endpoints, uncertainty, reversibility, lifecycle effort, required consultation and permits, label or site restrictions where applicable, pilot gate, contractor evidence, and explicit rejection reasons, without selecting a product, dose, stocking rate, harvest schedule, or treatment.

    Are identification, invasive status, nuisance designation, permit eligibility, treatment authorization, and application controlled by their proper evidence and owner, with no category analysis treated as permission to act?

  7. Decide · 38 minutes

    Design effectiveness and adverse-effect verification

    Preregister mechanism-linked target, native-community, habitat, designated-use, implementation-fidelity, adverse, comparison, confounder, uncertainty, and decision endpoints before any authorized action.

    Field exercise

    Create an endpoint table for a hypothetical authorized pilot with baseline and comparison logic, spatial and temporal support, method and taxonomic resolution, expected direction, detectable-change requirement, protected-resource endpoint, stop or mitigation trigger, reviewer, and possible positive, null, adverse, mixed, or inconclusive disposition.

    Checkpoint

    Could the design detect implementation failure, target nonresponse, native-habitat loss, delayed or downstream effects, and an inconclusive result, not only apparent target reduction?

  8. Document · 40 minutes

    Validate and release the governed evidence package

    Reconcile raw survey and spatial evidence, taxonomic lineage, status and authority records, proficiency scope, permits and conditions, implementation and deviation files, monitoring results, quality findings, intended use, sensitive-location controls, release authority, and amendments.

    Field exercise

    Build a versioned practice release that retains one provisional identification, one corrected taxon, an authority case number, an approved action polygon distinct from the as-implemented polygon, an adverse-endpoint finding, and a bounded outcome conclusion; then issue an amendment without overwriting the original map or decision record.

    Checkpoint

    Does the release keep all eight decision states attributable and prevent validated evidence, permit compliance, contractor completion, or public publication from being mistaken for treatment authorization or proof of ecological success?
