    Use the immediate HAB safety and reporting workflow

    Protect people and animals, document from a safe location, check current public status, and route the event without diagnosing it.

    Field exercise

    Run a tabletop first-hour scenario and record the observation, exposure questions, authority contacts, restrictions, unknowns, and next update owner without collecting a sample.

  2. Understand · 24 minutes

    Separate organisms, pigments, genes, and toxins

    Name the actual measurand, analytical fraction, method scope, unit, time, place, and interpretation limit for each HAB-related observation or result.

    Field exercise

    Audit every available bloom-related result and classify it as visual, taxonomic, cell/biovolume, pigment, genetic, toxin, oxygen, or contextual evidence; list what each cannot establish.

    Did you keep cyanobacteria, chlorophyll, phycocyanin, toxigenic potential, and named cyanotoxin concentrations distinct?

  3. Understand · 20 minutes

    Interpret productivity without turning it into a safety grade

    Separate lake productivity, reference condition, designated use, impairment, bloom occurrence, and health decisions.

    Field exercise

    Choose a stated regional, historical, lake-type, within-lake, or regulatory comparison and document where it applies and where it does not.

    Did you avoid using a trophic index or nutrient concentration as a universal HAB, toxin, treatment, or safety threshold?

  4. Measure · 32 minutes

    Design safe observation, sampling, and analysis

    Match representative and targeted samples, methods, fractions, preparation, containers, holding, custody, QA/QC, and laboratory capability to the decision.

    Field exercise

    Create one observation-only branch, one routine representative design, and one event-targeted design; name the population each represents and the decisions each cannot support.

    Could another trained team and the laboratory reproduce every sample and method without inventing a fraction, lysis step, toxin panel, or holding rule?

  5. Document · 42 minutes

    Preserve the event, evidence states, and authority handoffs

    Keep observation, collection, custody, receipt, validation, organism, pigment, toxin, human-health, drinking-water, animal-health, environmental, public-status, treatment, reopening, and recovery records independently attributable.

    Field exercise

    Complete an anonymized observation-only scenario and a separate sampled-event scenario, leaving non-applicable and unresolved states explicit.

    Does the record allow a valid no-sample report without pretending missing laboratory evidence is negative evidence?

  6. Practice · 34 minutes

    Build the seasonal monitoring and authority-response program

    Connect readiness, surveillance, event response, laboratory review, authority decisions, communication, treatment controls, reopening, recovery, prevention, and after-action review.

    Field exercise

    Build a responsibility matrix for routine monitoring, exposure reports, drinking-water intake concerns, animal illness, sampling, laboratory validation, advisory changes, treatment decisions, reopening, and public updates.

    Can every state change be traced to an owner, procedure, evidence package, effective time, and superseding event?

  7. Practice · 24 minutes

    Use continuous and remote evidence as screening, not diagnosis

    Design alerts around state change, persistence, confirmation, human review, and failure states without converting fluorescence or satellite products into toxin measurements.

    Field exercise

    Write a pigment or remote-sensing alert with its local validation basis, confirmation path, maintenance checks, notification owner, and reset rule.

    Checkpoint

    Would the alert preserve screening status and survive fouling, drift, cloud, depth, and spatial-resolution limitations?

  8. Understand · 22 minutes

    Keep nutrient form, concentration, load, and cause distinct

    Connect bloom hypotheses to measured nutrient forms and hydrologic context without assuming one nutrient result establishes cause.

    Field exercise

    Rewrite one nutrient claim with analyte, fraction, method, unit, station/depth, timing, flow context, comparison, and competing explanation.

    Did you avoid treating total phosphorus as orthophosphate, concentration as load, correlation as cause, or nutrient reduction as guaranteed bloom control?

  9. Measure · 26 minutes

    Investigate watershed loads and event pathways

    Pair discharge and concentration through time and connect external-load evidence to lake response without ignoring internal processes or uncertainty.

    Field exercise

    Map routine and event stations, discharge method, analytes and fractions, sampling triggers, integration interval, lag, uncertainty, and lake-response observations for one tributary.

    Did you state how flow and concentration will be paired and what the design cannot resolve about internal loading or bloom causation?

  10. Document · 26 minutes

    Validate, qualify, and release the evidence package

    Preserve raw evidence, reconcile metadata and custody, review field and laboratory QC, retain qualifiers and censored results, and issue a versioned fitness-for-use release.

    Field exercise

    Trace one organism or toxin result from collection through receipt, validation, authority comparison, public product, and a hypothetical correction or withdrawal.

    Are analytical qualifier, data-validity state, authority decision, public status, and revision state still separate?

  11. Decide · 28 minutes

    Verify recovery and prevention outcomes

    Define mechanism-linked endpoints, adverse endpoints, comparison logic, time windows, confounders, uncertainty, and adaptation before an intervention is implemented.

    Field exercise

    Create an endpoint table for exposure status, named toxin evidence, biomass or pigment, oxygen, use, source control, and adverse effects; identify the decision owner for each.

    Checkpoint

    Could the design distinguish reopening from long-term recovery, clear water from toxin evidence, and apparent improvement from a method or weather artifact?
