    Practice safe concern reporting and security control

    Protect people, document an observation without naming a contaminant, route it, and protect intake and response information.

    Field exercise

    Tabletop an odor report, an upstream sheen, and a security concern using observation-only and no-sample branches.

    Did every scenario avoid unsafe approach, improvised sampling, tap-safety claims, and exact public intake locations?

    Retrieve current assessment and source records

    Preserve assessment versions and public-data provenance without treating portal silence as absence or compliance.

    Reconcile public layers, field knowledge, permits, utility records, and unknowns into a versioned inventory.

    Does every record distinguish potential source, current operation, observed release, pathway, detection, and responsibility?

  7. Decide · 40 minutes

    Evaluate source-pathway-receptor susceptibility

    Prioritize evidence needs through transparent source, pathway, receptor, controls, uncertainty, and consequence dimensions.

    Field exercise

    Score three scenarios with documented evidence and sensitivity checks, including an unknown and a no-action follow-up branch.

    Design the monitoring evidence package

    Assign baseline, sentinel, event, tributary, lake, depth, and intake-zone roles to one decision without a universal panel.

    Draft stations, depths, timing, operating-state context, methods, reporting limits, QA, validation, security, and handoff rules.

    Use the existing custody and laboratory workflow

    Keep authorization, collection, custody, laboratory receipt, validation, and source-result interpretation separately attributable.

    Field exercise

    Trace one observation-only event, one no-sample event, and one authorized sample from decision through validation.

    Can no-sample and existing-data-only branches close validly without fabricated custody or results?

  10. Decide · 44 minutes

    Build the protection plan and partnerships

    Connect governance, assessment, partnership, preventive alternatives, resources, authority gates, and revision.

    Field exercise

    Write a responsibility matrix and alternatives register including no action, monitoring-only, prevention, and rejected options.

    Are eligibility, preference, funding, permit application, authorization, and implementation separate?

  11. Practice · 45 minutes

    Run a contamination-handoff tabletop

    Exercise upstream notification, utility, primacy, emergency, public-health, security, and public-communication handoffs without operating the intake or issuing advice.

    Field exercise

    Run a timed scenario from an upstream observation through case acknowledgement, evidence update, utility decision ownership, holding statement, correction, and closure.

    Did the source-water plan support, but not replace, the utility emergency-response plan?

  12. Document · 36 minutes

    Verify implementation, operation, and maintenance

    Preserve exact authorization, as-built evidence, deviations, acceptance, recurring maintenance, failure, and corrective action.

    Audit one implemented practice against its authorization and lifecycle plan, leaving missing evidence unresolved.

    Evaluate effectiveness, communicate securely, and revise

    Preregister bounded endpoints, preserve uncertainty and adverse effects, control public release, and link corrections and supersession.

    Complete the governed form with an existing-data-only branch, a no-action decision, one inconclusive endpoint, and an authority-approved generalized release.
