    Write the intended decision, material and depth scope, receptors and uses, candidate sources, alternative explanations, evidence needed, authority owner, and facts that would weaken each hypothesis.

  2. Measure · 30 minutes

    Establish bathymetry and vertical reference

    Define stage, vertical datum, transducer draft, sound-speed assumptions, positioning, bed picking, line spacing, interpolation, ground truth, and combined uncertainty before using an elevation surface.

    Field exercise

    Audit one survey package for raw observations, benchmark and stage lineage, equipment and settings, corrections, bed-pick rules, interpolation, validation points, inaccessible areas, uncertainty, and version.

    Can the team explain why acoustic hardness, a reflector, or repeat-survey difference alone does not prove native bottom, sediment thickness, accumulation, dredging volume, or effectiveness?

    Design the decision-linked investigation

    Work backward from material, contaminant, exposure, dredgeability, dewatering, destination, or authority questions to units, depths, methods, quality controls, laboratories, and owners.

    Field exercise

    Build a decision-to-evidence matrix with sediment units, top and bottom intervals, sample support, compositing rules, tests, reporting bases, QA/QC, custody, validation, permissions, uncertainty, and stopping points.

    Could another qualified team reproduce the design without inventing a universal grid, interval, core count, panel, criterion, or disposal class?

  4. Measure · 48 minutes

    Characterize sediment and dredged-material questions

    Match grabs, cores, probes, acoustic data, physical properties, chemistry, effects tests, elutriates, and spatial estimates to their actual decision support and limits.

    Field exercise

    Prepare one material-unit package that preserves station and interval identity, recovery and compaction, dry/wet basis, bulk density, custody, validation, background and criteria context, volume and mass uncertainty, and unsupported inferences.

    Checkpoint

    Are field description, validated result, sediment-unit characterization, spatial estimate, exposure/effects evidence, regulatory suitability, and action decision separately attributable?

  5. Practice · 36 minutes

    Demonstrate sediment-task field readiness

    Observe contamination controls, boat and sampler safety, utilities and debris, heavy loads, decontamination, waste handling, sample identity, custody, privacy, and stop-work performance without implying authorization.

    Field exercise

    Run a return demonstration with unknown sediment history, a buried-utility or debris concern, a sampler-load hazard, a broken custody handoff, a decontamination failure, restricted coordinates, and an unapproved coring request.

    Checkpoint

    Are task proficiency, land and water access, disturbance permission, laboratory readiness, dredging authorization, and facility acceptance represented as different controls?

  6. Practice · 40 minutes

    Carry sediment samples through controlled review

    Preserve sample and interval identity, collection and processing, custody, laboratory receipt, analytical reporting, QC, validation, named-use release, correction, and archive state.

    Field exercise

    Trace one core interval, one duplicate, one equipment blank, and one archived split from plan through validation; include a qualified result and a custody exception without overwriting the original states.

    Do laboratory receipt, analytical result, validation, contaminant interpretation, regulatory status, and material acceptance remain independent?

  7. Document · 54 minutes

    Build the governed sediment and dredging record

    Preserve all seventeen independent safety, access, investigation, sample, custody, laboratory, validation, characterization, contamination, authority, alternatives, authorization, implementation, acceptance, placement, effectiveness, and communication states.

    Field exercise

    Complete a tabletop record using the existing-controlled-data and no-action branches, then duplicate it for an authorized-action scenario with a rejected material lot and an unresolved placement destination.

    Checkpoint

    Does the record treat no new samples and no action as valid bounded branches while preventing facility permission from becoming acceptance or acceptance from becoming placement?

  8. Decide · 50 minutes

    Build the dredging, dewatering, and disposal program

    Compare no action, source control, monitored recovery, capping, treatment, removal, dewatering, transport, disposal, and beneficial-use categories without prematurely selecting or designing a remedy.

    Field exercise

    Create an alternatives and authority matrix with mechanism, evidence need, uncertainty, ownership, Section 10/404/401 and other jurisdictional questions, cultural and protected-resource controls, dewatering and return-water streams, destination acceptance, adverse outcomes, and rejection reasons.

    Checkpoint

    Are eligibility, authority selection, project authorization, implementation, receiving-site acceptance, placement, and effectiveness separate, with no universal permit, technology, or destination conclusion?

  9. Decide · 44 minutes

    Preregister dredging and material-management effectiveness

    Separate approved design, as-dredged condition, removed volume and dry mass, residuals, resuspension and release, dewatering and return water, acceptance and placement, habitat response, risk reduction, and long-term outcome.

    Field exercise

    Define baseline and comparison evidence, target and adverse endpoints, as-approved and as-performed records, lot and destination crosswalks, confounders, uncertainty, null and mixed outcomes, review timing, and corrective-action owners.

    Checkpoint

    Could the design detect incomplete removal, residual contamination, release, rejected material, habitat harm, no effect, or an inconclusive result, not just apparent improvement?

  10. Document · 42 minutes

    Validate and release the bounded package

    Version raw field and acoustic evidence, sample and laboratory states, interpretations, authority records, approved and actual work, material lots, acceptance and placement receipts, outcomes, restricted locations, and amendments.

    Field exercise

    Prepare a restricted decision package and a generalized public version that retain prior states, corrections, rejected lots, unresolved evidence, facility and cultural-resource controls, uncertainty, owners, and a correction path.

    Checkpoint

    Does publication avoid clean, safe, uncontaminated, universally suitable, approved-dredging, successful-remediation, or whole-lake claims beyond the exact cited scope and authority?
