The operational packet embeds exact CSV bytes. Re-import rehashes and reparses every attachment. The public summary is omission-first and not operationally re-importable.

Exact record integrity, not evidence interpretation.

The operational export embeds each original CSV byte-for-byte and records both an exact-byte SHA-256 and a stable semantic SHA-256. Re-import verifies the bytes, exact current adapter, derived source state, and metadata. Relationships, requirements, actions, and authority entries are attributable user records; none are inferred from filenames, values, counts, or document order.
