Find the current owner, operator, regulator, and emergency route; document an observable condition safely; and preserve authority, datum, security, and correction boundaries.

What to do first

For an urgent condition, move to safety and use current emergency, owner/operator, and dam-safety authority routes first. Otherwise identify the dam and associated structures, verify the current owner, operator, regulator, water-control authority, and emergency contacts, and document only safely observable facts. Keep hazard potential, condition, risk, inspection status, maintenance status, and emergency class separate. Preserve stage or elevation with its datum and evidence class; distinguish observations, telemetry, forecasts, models, plans, directives, and as-operated evidence. Protect precise infrastructure, vulnerabilities, thresholds, contact trees, and emergency information. A National Inventory of Dams record is discovery evidence, not current authority. LakeTech does not inspect a dam, rate condition, classify or activate an emergency, direct controls, issue warnings, order evacuation, or declare safety.

1. Protect people and route urgent conditions first

Immediate safety and responsible-authority contact precede routine documentation.

For active flooding, overtopping, rapid change, structural damage, unusual flow, security concern, or another urgent condition, move to safety and use the current owner/operator, emergency, and dam-safety authority route. Do not enter restricted areas, approach moving water, touch equipment, inspect a structure, or infer failure from this guide.

2. Identify the dam and associated structures

Public inventory discovery is not current operational identity.

Record the official dam name and identifier, reservoir, associated structures, generalized location, owner/operator source, access date, and unresolved identity. Treat the National Inventory of Dams as discovery evidence; verify current ownership, operating status, jurisdiction, and contacts through responsible authorities.

3. Find the owner, operator, regulator, and emergency route

Authority and duty status are time- and jurisdiction-specific.

Build attributable primary and backup routes for the current owner, on-duty operator, dam-safety regulator, water-control authority, emergency management, law enforcement, environmental authority, Tribal authority, and downstream public-safety coordination. Record duty transfer and acknowledgement rather than assuming a published contact is on duty.

4. Separate hazard potential, condition, and risk

Consequence class is not a condition rating or failure probability.

Hazard potential class describes potential consequences under a defined classification system. It does not describe current condition, likelihood of failure, maintenance quality, or safety. Condition and risk conclusions require attributable qualified evaluations under the controlling program.

5. Document only what is safely observable

Observation is not diagnosis.

From a safe and authorized location, record time with offset, generalized location, weather, reservoir and downstream context, photographs, observable seepage, cracking, erosion, debris, unusual sound, vibration, flow, or equipment status, and access limitations. Do not convert an observation into a safety rating, failure mode, cause, or control recommendation.

6. Preserve stage, elevation, datum, and evidence class

A number without its reference and provenance can be misleading.

Record whether a value is gage height, stage, water-surface elevation, storage, inflow, outflow, observed telemetry, field observation, forecast, model output, or reported value. Preserve unit, datum, station, time, provisional status, source, and version. Stage is not interchangeable with elevation unless the datum relationship is explicit.

7. Protect operational, security, and personal information

Public availability does not declassify joined operational records.

Restrict precise gate, valve, control-sequence, threshold, vulnerability, instrumentation, communications, access, contact-tree, inundation, downstream critical-asset, and personnel details. A public inventory field does not make a combined owner/operator or emergency record safe to publish.

8. Submit an attributable condition report

A report starts review; it does not establish condition or emergency class.

Record recipient, role, channel, timestamp, acknowledgement, case or log reference, evidence transmitted, instructions received, open owner, and next check. Use the current plan and authority route; do not classify an emergency or direct an operating response.

9. Track qualified evaluation and authority status

Keep observation, engineering assessment, regulator action, and public status separate.

Link later evaluations to the exact qualified author, organization, evidence version, scope, date, limitations, regulator or owner disposition, and supersession. Inspection complete, maintenance complete, or no alarm does not establish safe condition.

10. Correct and close the record without assuming public authority

Only responsible entities control emergency and public decisions.

Preserve corrections, supersession, closure owner, unresolved items, and any authority-issued public communication. LakeTech does not activate or terminate an EAP, classify an emergency, issue or lift a warning, order evacuation, or declare a dam safe.
