    Keep observations, condition, hazard potential, risk, official emergency classification, owner response, and community public orders separately attributable.

    Field exercise

    Classify twelve hypothetical statements by evidence owner and prohibited inference, including high hazard potential, a seepage observation, an inspection finding, and an authority warning.

    Would the team avoid reading high hazard potential as unsafe or an owner notification as a public warning?

    Assemble the current controlled-document and revision baseline

    Preserve ownership, approval, version, effective date, applicability, protected annexes, supersession, and gaps for every governing document.

    Field exercise

    Build a register for the water-control plan or manual, standing procedures, O&M documents, drawings, surveillance and instrumentation plans, permits, orders, EAP, and community coordination records.

    Link qualified monitoring purposes to observable evidence

    Understand why observations and instruments are selected without performing an amateur failure-mode or safety assessment.

    Field exercise

    Using an approved monitoring plan, map each generalized observation or instrument class to its stated purpose, responsible reviewer, review frequency, missing-data treatment, and security class.

    Did the map preserve the qualified plan and reviewer rather than inventing a universal defect, sensor, layout, threshold, or diagnosis?

  6. Measure · 36 minutes

    Preserve authorized routine surveillance and condition observations

    Record comparable observations with safe access, location class, time, context, prior comparison, imagery, limitations, routing, and correction.

    Field exercise

    Complete a tabletop observation-only event with a safe generalized location, prior comparison, apparent seepage change, no diagnosis, and an acknowledged owner handoff.

    Does the record distinguish a routine observation from a qualified inspection, condition assessment, risk conclusion, or emergency class?

  7. Measure · 42 minutes

    Build instrumentation, environmental-context, and data lineage

    Preserve purpose, configuration, reading, unit, time, QA, environmental context, telemetry and raw sources, provisional status, missing intervals, review, and correction.

    Field exercise

    Audit one bounded instrument record and one reservoir-level record for identity, station, datum, unit, timestamp with offset, configuration, quality status, source file, reviewer, and supersession.

    Checkpoint

    Could a reviewer reproduce the record without treating one reading, no alarm, or missing data as evidence of safe or normal condition?

  8. Decide · 40 minutes

    Govern performance parameters, thresholds, action levels, and qualified review

    Reference current protected thresholds and action levels without exposing them or turning them into automatic engineering or public decisions.

    Field exercise

    Tabletop a stale reading, a confirmed abnormal trend, and an instrument failure through QA, owner or engineer review, controlled-plan routing, disposition, correction, and public generalization.

    Are data acceptance, threshold comparison, engineering disposition, owner response, regulator status, and public communication separate?

  9. Practice · 48 minutes

    Trace a water-control decision through execution and deviation

    Preserve governing purpose, current plan, current evidence, named directive, acknowledgement, operator execution, as-operated log, reconciliation, downstream observation, deviation, and correction.

    Field exercise

    Run a tabletop scenario in which a directive is issued, execution remains pending, the operator later reports action, telemetry conflicts, and the as-operated state stays on hold.

    Did the exercise avoid calculating settings or releases and keep plan, forecast, command, execution, and reconciliation distinct?

    Govern gates, outlets, spillways, maintenance, testing, and return to service

    Connect authorized work, as-found evidence, work orders, actual work, as-left status, deviations, qualified acceptance, return to service, recurrence, and next due date.

    Audit a fictional maintenance package with completed work, acceptance still open, a deferred deficiency, and no safety or effectiveness conclusion.

    Are work completion, equipment acceptance, operational return, dam condition, risk, and effectiveness still independent?

  11. Practice · 50 minutes

    Maintain and exercise the owner EAP and emergency-authority handoff

    Preserve EAP version, distribution, contacts, owner detection and notification roles, community emergency roles, exercises, after-action findings, corrective actions, and closure.

    Field exercise

    Run a tabletop with an unusual condition, no initial emergency level, owner notifications, emergency-management acknowledgement, no public order, exercise-only status, and open corrective actions.

    Did the team keep the owner EAP distinct from the community EOP and avoid treating an exercise as activation?

  12. Decide · 42 minutes

    Evaluate ecological and downstream release obligations

    Record the authority-approved environmental objective, constraints, prescribed scope, as-operated evidence, downstream monitoring, adverse observations, uncertainty, and adaptive review.

    Field exercise

    Create a tabletop evidence matrix for an authority-approved downstream objective while leaving all release decisions and control details to the responsible water-control authority.

    Does the matrix avoid treating a water-quality result, ecological objective, or monitoring recommendation as release authority?

  13. Document · 56 minutes

    Assemble the record, decision packet, public product, and annual revision

    Preserve 27 independent states, restricted evidence, corrections, supersession, after-action findings, annual review, and an omission-first generalized public derivative.

    Field exercise

    Complete the controlled record with discovery-only, no-operation, no-EAP-activation, no-community-order, no-condition-conclusion, and no-public-release branches; then assemble the approved records in the Lake Decision Packet.

    Checkpoint

    Would an independent reviewer distinguish observation, engineering, operation, maintenance, emergency, environmental, regulator, and public states without seeing protected control details?
