    Build a jurisdiction-specific escalation card for emergency services, environmental incidents, HAB or public-health concerns, fish mortality, drinking-water receptors, dam safety, and after-hours handoff; run a tabletop without entering water, operating infrastructure, sampling, treating, or attributing cause.

    Would the team protect people and animals, preserve bounded observations from a safe location, notify the correct owner, and avoid cleanup, sampling, treatment, regulatory interpretation, or public-status decisions unless directed and authorized?

    Frame the lake change question and authority map

    Name the bounded management question, decision owners, jurisdictions, planning horizons, designated and existing uses, treaty and reserved rights, and what evidence may inform planning without converting a symptom into cause, attribution, or authorization.

    Map the lake system and its dependencies

    Connect the basin to precipitation, inflow, groundwater, evaporation, withdrawal, outflow, storage change, outlet operation, shoreline, infrastructure, telemetry, power, access, and downstream dependencies before interpreting climate consequences.

    Draw the water-budget and dependency boundary with every known, estimated, residual, or missing term; add dam, pump, road, culvert, utility, laboratory, staffing, and supply-chain nodes that could fail under compound stress.

    Draft a decision-linked monitoring inventory with routine, event, and signpost triggers; name what each station and method can represent, what it cannot, and which climate evidence gaps remain unresolved.

    Build the lake climate vulnerability and risk register

    Evaluate hazard, exposure, sensitivity, consequence, and adaptive capacity with confidence, evidence gaps, compound-event flags, privacy controls, and revision triggers without collapsing screening into risk, safety, or authorization.

    Complete an anonymized register with at least three hazards, one compound sequence, one low-confidence row, one protected infrastructure or cultural-resource row, and explicit owners for evidence, decision, and next review.

    Build an alternatives table with no action, protect shoreline or wetland function, harden access, add backup power or telemetry, defer capital, and one action path; record why each advances, pauses, or is rejected under warm, dry, wet, and compound stress tests.

    Build the climate-linked monitoring schedule

    Translate signposts, seasonal windows, event triggers, maintenance intervals, and review dates into a versioned schedule without treating the tool output as a forecast, authorization, or automatic public decision.

    Field exercise

    Enter routine, event, and signpost tasks with station, method, owner, backup contact, maintenance dependency, and review date; export the schedule and trace one trigger to its confirming evidence path and escalation owner.

    Does the schedule preserve human review, failure states, and authority ownership rather than auto-triggering field work or public messaging?

    Build the climate-resilient investment and continuity program

    Govern asset inventory, consequence tiers, funding paths, procurement constraints, continuity of operations, mutual aid, exercise cadence, maintenance backlogs, and adaptation sequencing without collapsing planning into grant award, design approval, or implementation authorization.

    Record risk, investment, and continuity decisions in the governed field form

    Preserve selected and rejected alternatives, no-action or protection branches, evidence and uncertainty, authority references, funding status, authorized scope, implementation deviations, O&M triggers, amendments, and handoffs in one attributable record.

    Complete a tabletop record with one rejected alternative, one unresolved gate, one authorized scope, one deferred investment, an O&M owner and trigger, a protected-information row, and a no-public-release status where required.
