    Connect basin form, shoreline, littoral and riparian zones, water level and datum, exposure, connectivity, uses, ownership, and sensitive resources.

  2. Measure · 38 minutes

    Design the bounded habitat assessment

    Freeze target population, segments and stations, observation units, reference design, methods and effort, access and nonresponse rules, and taxonomic scope.

    Field exercise

    Create a reproducible segment and station plan with zone definitions, selection and replacement rules, water-level reference, methods, effort, reference frame, access states, and non-detection limits.

    Could another crew reproduce the design without inventing gear, effort, settings, dimensions, or thresholds?

  3. Decide · 28 minutes

    Keep condition, cause, and impairment separate

    Separate observations, reference departures, habitat-use evidence, competing hypotheses, causal evidence, and controlling regulatory records.

    Field exercise

    Build a cause map with observations, applicable comparisons, alternative causes, supporting and weakening evidence, unresolved tests, and the owner of each later decision.

    Does the map prevent poor condition from becoming an automatic cause or impairment finding?

  4. Practice · 32 minutes

    Demonstrate task-specific field readiness

    Observe access, safety, biosecurity, photo, identification, handling, sensitive-resource, and stop-work performance without implying authorization.

    Field exercise

    Run a return demonstration with restricted access, a sensitive observation, a method deviation, a biosecurity hold, and an unauthorized capture request; retain prompts and scope limits.

    Are proficiency, site access, capture authority, taxonomic authority, and restoration authority distinct?

  5. Document · 46 minutes

    Build the governed assessment record

    Preserve field evidence and every independent decision state while protecting restricted locations and private access.

    Field exercise

    Complete a tabletop assessment with one inaccessible segment, one habitat non-detection, provisional fish evidence, descriptive condition, a hypothesis-only cause, an external authority record, and no restoration authorization.

    Checkpoint

    Are rare species, sensitive habitat, cultural resources, private access, exact structures, and station geometry protected while every missing dependency stays visible?

  6. Decide · 30 minutes

    Hand condition and impairment questions to authority

    Reconcile evidence and route regulatory interpretation to the controlling jurisdiction without turning a survey into an authority decision.

    Field exercise

    Crosswalk assessment unit, jurisdiction and cycle, method, comparison, evidence package, source version, authority record, scope, limitations, and unresolved conflicts.

    Can only a cited authority record set regulatory status while the original survey state remains unchanged?

  7. Decide · 45 minutes

    Build the fish-community and habitat restoration program

    Compare no action, protection, shoreline, riparian, connectivity, access, and in-water categories through site constraints, consultation, authorization, implementation, and adverse endpoints.

    Field exercise

    Create an alternatives table with mechanism, receptor, evidence need, uncertainty, reversibility, ownership, consultation, permits, protected-resource controls, adverse outcomes, and explicit rejection reasons, without a universal design or target.

    Checkpoint

    Do eligibility and authorization remain separate, with no default stocking, harvest, structure, buffer, setback, or treatment choice?

  8. Decide · 38 minutes

    Preregister restoration effectiveness

    Separate implementation fidelity from ecological effectiveness and preserve null, adverse, mixed, and inconclusive outcomes.

    Field exercise

    Define baseline and comparison evidence, implementation records, mechanism-linked endpoints, sensitive-resource protections, confounders, uncertainty, adverse triggers, review timing, and decision owners.

    Checkpoint

    Could the design detect deviation, harm, no effect, or an inconclusive result, not just apparent improvement?

  9. Document · 40 minutes

    Release the attributable package

    Version raw observations, taxonomic changes, authority records, permitted versus actual work, monitoring outcomes, location controls, corrections, and public products.

    Field exercise

    Prepare a release package that generalizes sensitive coordinates, retains prior names and maps, distinguishes authorized and as-built scope, and issues a correction without overwriting history.

    Does publication preserve every earlier state and avoid implying habitat use, cause, impairment, authorization, or success?
