    Keep HAB and toxin response on a separate track

    Coordinate exposure restriction and notification without treating bacteria evidence as cyanotoxin evidence.

    Field exercise

    Create two parallel evidence rows for a site: fecal-indicator concern and suspected bloom. Name observation, test, authority, public message, and unresolved question for each.

    Would the workflow avoid declaring toxin-free water from a bacteria result or bacteria-safe water from appearance?

    Build the monitoring and authority-handoff program

    Map authority, sanitary sources, routine and event monitoring, result review, public updates, source investigation, and reopening ownership.

    Draft a preseason responsibility table for public status, health reports, releases, monitoring, laboratory review, signage, web updates, and after-hours escalation.

  4. Practice · 26 minutes

    Design the decision-linked sampling plan

    Translate the adopted rule and sanitary model into representative stations, timing, event triggers, methods, QC, custody, and ownership.

    Write one routine and one event-trigger sample design, including what each can represent and what would invalidate or limit it.

  5. Measure · 26 minutes

    Use the bacteria sampling and laboratory-handoff method

    Lock the target, method, sterile container, field controls, timing, preservation, holding, custody, and receipt before collection.

    Field exercise

    Build a pre-departure method row from the selected laboratory's current written instructions and the authority procedure; treat every unresolved requirement as a stop condition.

    Could the laboratory reconstruct sample identity, collection conditions, custody, and method compliance without guessing?

    Complete the sampling and authority-handoff record

    Preserve public status, immediate gates, sanitary observations, collection, custody, results, notifications, and authority-issued decision references.

    Field exercise

    Complete a tabletop scenario using anonymized information, leaving unknowns visible and recording the next owner rather than choosing a public status yourself.

    Do all urgent gates, qualified or missing evidence, notification times, and authority references remain visible?

    Validate and release the result package

    Reconcile identity, custody, method, QC, qualifiers, censoring, criteria context, intended use, release authority, and corrections.

    Field exercise

    Trace one result from raw laboratory deliverable through validation state, adopted-rule comparison, authority handoff, public product, and any later revision.

    Are laboratory reporting, data validation, authority comparison, and public status represented as distinct states?

  8. Practice · 22 minutes

    Set safe community-monitoring roles

    Assign observation, sampling, review, escalation, and communication tasks to trained roles without transferring health-authority decisions.

    Field exercise

    Classify each program task as community-observable, trained sampler, laboratory, technical reviewer, or authority-only and document supervision and proficiency evidence.
